Add permissions for Shared (Incidents View) Filters + Allow customisation of All Open Incidents

When working with a large organisation and many groups and workspaces, it is beneficial to have the ability to manage Incidents Shared Filters through permissions. Not all users require all Shared Filters. Some groups of users require different views to other groups. It would be also beneficial to be able to customise the default Filter called All Open Incidents.

    Also Shared filters should have the possibility to lock filters from owners, to avoid unwanted changes

    Note: Shared incident view RFE are the same for Shared Dashboards (permissions, lock change, groups...)
