Allow "advanced conditions" when defining layouts
Currently the Conditions available for Layouts are limited to "AND". No OR, or Advanced like conditions in Rules and Workflows.
This is limiting as a you can only set a single effective/combined condition. You can not set multiple different conditions.
*As a* team manager/Resilient admin
*I want* to be able to show or hide certain tabs on an incident based on OR
conditions
*So that* my layouts are more flexible and fit my team's workflow
*Notes:*
- layouts don't use the same conditions dialog as Rules, for example.
*Acceptance criteria:*
- Demonstrate that the same (as relevant) conditions settings available elsewhere in the product are available for Layouts

Add an 'advanced condition' editor for layout section visibility Merged
Similar to the condition editor for rules, layout sections sometimes need advanced conditions. Right now, all conditions on a section are AND'ed together. It would be nice if we could use other logic as well, such as OR, NOT, etc.

Boolean logic for tab/section conditions Merged
While adding conditions to tabs/sections in tabs, there are no "and/or/not" options for the conditions (like the rules). Please add boolean logic to the tabs/sections conditions.

I feel as though the conditional logic was overlooked on the "Manage Tabs" configuration. Being able to add logic to Tabs would be great. Currently all conditions are "AND". The ability to add an "OR" statement and some additional logic to them...

to expand on this, we can also use boolean AND/OR/NOT on the filter incident's page.
specific use case: we have analysts that want to sort by "Member contains %me%" OR "Owner equals %me%"
Learned today that owner does not appear as a member.
Regardless of that specific use case, anywhere filtering is available should be able to use boolean logic.

This problem exists with both section areas and incident tab conditionals. I hope advanced conditions are added to these locations soon.
